Analisis Perbedaan Perspektif dan Peran Pemangku Kepentingan Dalam Pemanfaatan Open Government Data

Layanan sistem pemerintah berbasis elektronik saat ini menjadi tulang punggung dan simpul penting bagi publik untuk menjalankan roda aktivitasnya. Konsep e-Government dengan berbagai dampak dan pengaruhnya dalam kurun waktu yang cukup lama telah mengubah cara pandang masyarakat terhadap kinerja pemerintah. Penelitian ini menggunakan basis studi literatur dengan tujuan mendefinisikan dan mengklasifikasikan peran, tujuan, dan minat para pemangku kepentingan (stakeholders) dalam mencari, mengakses, dan menggunakan ulang kumpulan data (datasets) yang tersedia pada portal Open Government Data (OGD). Hasil penelitian menunjukkan bahwa kebutuhan data sesuai dengan kategori dan tematik diperlukan oleh para pemangku kepentingan sesuai dengan tujuan individu dan latar bisnis mereka masing-masing. Terdapat empat klasifikasi utama dalam hal perspektif pemangku kepentingan, yaitu perspektif birokrasi, perspektif teknologi, perspektif politik, dan perspektif ekonomi. Keempat perspektif ini menjadi basis pengetahuan penting bagi peneliti dan bagi juga sisi pemerintah untuk memotret situasi perkembangan pemanfaatan inisiatif OGD.
